implement EnableCampaignsService using channels

Merged Michiel Koers requested to merge implement-channels into updates-via-put

implemented a background job using a hosted Service and a channel. If this works well, we will convert all Quartz Jobs to HostedServices so we can easily chain them to make sure they run in the correct order
